US$27 Million to Be Directed Toward Ayil Aimak Development

 

On October 7, a round table was held in Batken Oblast as part of the implementation of the National Community Initiatives Project (NCIP). The overall coordination of the project is carried out by the Ministry of Economy and Commerce of the Kyrgyz Republic. Total project financing amounts to US$27 million (of which US$25 million is financed by the World Bank and US$2 million is a grant from the Early Learning Partnership (ELP) Fund).

The project is consistent with the conceptual programs and strategic plans of the Kyrgyz Republic and is implemented on the basis of Socio-Economic Development Programs of rural territories and community-driven development mechanisms.

The goal of the NCIP is to improve access to climate-resilient socio-economic infrastructure and to enhance economic opportunities for women and youth in target communities.

The project places particular emphasis on social mobilization to ensure the active participation of the population – especially women and youth – in the planning processes and implementation of initiatives. Under the National Community Initiatives Project, 40 Ayil Aimaks have been selected from 40 districts across seven Oblasts of Kyrgyzstan. They will receive grants for projects related to the rehabilitation of social facilities, such as kindergartens, schools, medical institutions, and heating, power, water supply, and irrigation systems. In addition, economic small-scale projects using the OVOP (One Village One Product) concept mechanisms will be implemented on a competitive basis.

Grant allocation will represent significant support for target communities and Local self-governments in implementing priority small-scale investment sub-projects included in the local Socio-Economic Development Programs (SEDPs).

Similar round tables also took place in Issyk-Kul and Naryn Oblasts. On October 2, the Plenipotentiary Representative of the President of the Kyrgyz Republic in Naryn Oblast N.B. Satarov and representatives of the relevant government bodies took part in the round table in Naryn Oblast.

On October 3, a round table was held in the city of Karakol with the participation of representatives of the Plenipotentiary Representation of the President of the Kyrgyz Republic in Issyk-Kul Oblast, NCIP Coordinator M.E. Bayaliev, Ak-Sui District Head (Akim) K.A. Kaldaraliev, Jeti-Oguz District Akim E.I. Bakhavadinov, Ton District Akim B.A. Osmonov, Issyk-Kul District Akim Zh.T. Ormonov, Deputy Akim of Tup District R.D. Sarymsakov, as well as heads of pilot Ayil Okmotus, chairs of Ayil Keneshes, and representatives of the business sector.
