The development of social infrastructure is the prosperity of local community

ARIS has over 20 years of experience in the implementation of projects aimed at the development of social infrastructure. ARIS plays a key role in the implementation of social projects in the Kyrgyz Republic initiated by the Cabinet of Ministries of the Kyrgyz Republic and financed by international financial organizations and donors. These projects are focused on the development of social, economic and cultural aspects of the residents of villages and rural areas.

ARIS is actively involved in the implementation of state programs and strategies that are directed to achieve sustainable development and promotion of the national agenda on development until 2030 approved by the Cabinet of Ministries of the Kyrgyz Republic. The projects carried out by ARIS are consistent with the priority directions of the programs and strategies of development set forth by the CoM KR and play an important role in the development of social infrastructure. The National Strategy for Development of the Kyrgyz Republic in 2018 – 2040, says that “The quality and accessibility of the social and welfare infrastructure is the prerequisite condition for the growth of the production”.

Creating social infrastructure and the market of infrastructure services will be performed considering the spatial planning and economic zoning. ARIS supports and contributes to the Sustainable Development Goals (SDG).  

Aim:

ARIS aims to improve the quality of life and well-being of the people by implementing social infrastructure projects.

Objectives:

1. Implementation of subprojects on the construction and reconstruction of social institutions.
2. Improvement of the accessibility of municipal services for the residents of aiyl aimaks (villages).
3. Development and implementation of innovative approaches to the management and development of social infrastructures.
4. Engagement of the members of local communities to prioritize projects and social mobilization.

Outputs:

1. 9137 subprojects across the country including schools, kindergartens, medical posts, roads, sports grounds and other social facilities completed.
2. Access of residents of aiyl aimaks to quality social infrastructure services improved.
3. Infrastructure ensuring sustainable regional development is under implementation.
4. Partner relationship with local communities to customize projects to the needs of beneficiaries and shared implementation created.

Through the rehabilitation/reconstruction and construction of new infrastructure facilities in rural areas, ARIS creates favorable conditions for access to municipal services. ARIS also focused both on the quality of construction works and the reconstruction of buildings and the social mobilization and capacity building of the community. During the planning and implementation of projects, ARIS is actively engaged with the members of local communities to prioritize subprojects. It is fulfilled through the social mobilization of the members of local communities to the shared implementation of subprojects and the use of their resources. ARIS discusses and takes the opinion of the local community, and local self-governments into account as the beneficiaries of the results of work performed. It allows ARIS to prioritize and define the needs of local communities and regions more clearly. Involvement of the members of local communities through village meetings, gatherings, and focus group discussions in the process of management of subprojects contributes to take effective decisions on infrastructure locally. In its projects, ARIS pays close attention to gender issues. 

ARIS implements projects financed by international financial organizations and donors that support the development of agriculture and urban infrastructure in the Kyrgyz Republic. Socially oriented and income-generating subprojects cover the following key directions as healthcare, education, infrastructure, community centers, communications, public bath houses and public spaces, and others. The projects implemented by ARIS are targeted to expand access to basic social and infrastructure facilities and improve the provision of municipal services at the level of aiyl aimaks.  

ARIS social infrastructure projects include various infrastructure facilities in rural areas. They are healthcare posts, education, community and sports centers, and communications that contribute to improving the quality of life and well-being of the population. Thanks to the efforts of ARIS, infrastructure projects on the construction and reconstruction of social facilities in the villages like schools and kindergartens are successfully being implemented throughout the country. The efforts of ARIS are focused on the improvement of access to quality municipal services. ARIS actively cooperates with local self-governments, public organizations and other concerned parties for the effective implementation of the projects and to achieve long-term sustainable results.   

CASA-1000 Community Support Project, the Third Village Investment Project and other projects implemented by ARIS reconstruct and build socially important infrastructure facilities in the rural areas. In remote rural areas, gasification and power supply of villages and social facilities are acute that hinder the development and increasing the level of living standard in the villages. The resolution of these issues not only helps to improve the living conditions of the people but also facilitates the development of the economy and social area of the country in general.

ARIS elaborates and implements new innovative management approaches and the development of social infrastructure, introduces management plans, and ensures sustainable and smooth operation of the built and rehabilitated facilities. One of the important components of the infrastructure activity of ARIS is the cooperation with local self-governments and public organizations to adapt priority subprojects to the specific needs of beneficiaries. Implementing the development programs and strategies for the improvement of social infrastructure in rural areas, ARIS makes a valuable contribution to the sustainable economic and social development of the Kyrgyz Republic.
