ARIS: ADB and IsDB discussed the introduction of results-based lending in water supply projects
On January 15, 2025, a working meeting was held between the Asian Development Bank, the Islamic Development Bank, and the Community Development and Investment Agency of the Kyrgyz Republic (ARIS) to discuss innovative approaches to implementing projects in the water supply and sanitation sector. The key topic of the meeting was the familiarization of the Islamic Development Bank with the practical experience in applying the results-based lending (RBL) mechanism in the Kyrgyz Republic. The RBL was particularly interested in the successful implementation of this approach by the Asian Development Bank within the framework of the Naryn Rural Water Supply and Sanitation Development Program (NRWSSDP), implemented by ARIS. The use of the RBL mechanism within the Program demonstrated high efficiency, transparency in the use of funds, and the sustainability of the achieved results.
During the discussion, the IsDB expressed its intention to consider the possibility of applying the RBL mechanism in preparation of a new water supply project in Jalal-Abad province, scheduled for implementation in 2026.
The meeting was participated by:
- the representatives of the Asian Development Bank: Ceasar Llorens, Yuto Hyakukan;
- the representatives of the Islamic Development Bank: Bekzod Parmonov, Ibrahim Shukri, Dawood Ashraf;
- the representatives of the Community Development and Investment Agency of the Kyrgyz Republic: Mars Naspekov, Ulan Baigonchokov, Timur Maralbaev, as well as team of specialists from RWSSIP BT and NRWSSDP projects
Following the meeting, the parties confirmed their mutual interest in further strengthening their partnership, exchanging best practices, and jointly implementing projects aimed at the sustainable development of the provinces of the Kyrgyz Republic and improving the quality of population life.
