HSIP: Improving Heat Supply and Energy Efficiency in Action
Bishkek, Kyrgyzstan. — The final conference of the Heat Supply Improvement Project (HSIP) was held to summarize and share the results of its implementation.
The project's main objective is to improve the energy efficiency and seismic stability of public buildings, including schools, kindergartens, hospitals, and other social institutions. These facilities serve thousands of children, parents, teachers, doctors, and patients every day, so ensuring their safety, comfort, and reliability is of paramount importance.
The conference was attended by key partners and beneficiaries of the project:
- Bekten Doolotov, World Bank Energy Development Specialist;
- Mars Naspekov, Executive Director of the Community Development and Investment Agency of the Kyrgyz Republic (АRIS);
- as well as representatives of the state agencies, international organizations and local communities.
Participants presented reports and presentations on the results achieved, shared success stories, and discussed next steps to improve energy efficiency and infrastructure resilience.
"We are proud that the HSIP project has achieved tangible results," noted ARIS Executive Director Mars Naspekov. "Today, we see how retrofitting of heating systems and implementing energy-efficient solutions directly impacts people's quality of life, creates comfortable conditions in schools and hospitals, promotes sustainable infrastructure development, and confirms the effectiveness of partnerships between the government, international institutions, and local communities."
As part of the project, comprehensive heat insulation work was carried out in many buildings, retrofitting of heating systems, replacing outdated utilities, and installing modern energy-efficient equipment. Now, classrooms and hospital wards are warmer in winter, heating costs have been reduced, and the indoor microclimate has become more stable and healthier.
Particular attention has been paid to improving the seismic stability of the buildings: structures have been reinforced, floors and loadbearing walls have been reinforced, and a seismic stability assessment has been conducted. These measures not only ensure user safety but also extend the lifespan of buildings, ensuring their reliable operation over the long term.
The project is an important step toward creating modern, energy-efficient, and safe infrastructure that serves people and makes their lives more comfortable and sustainable.
The "Heat Supply Improvement" project of the Cabinet of Ministers of the Kyrgyz Republic was implemented with financial support from the World Bank and the State Secretariat for Economic Affairs of the Swiss Government. The Community Development and Investment Agency of the Kyrgyz Republic acted as the implementing agency.
