Meeting with the Asian Development Bank: New Stages and Strategic Decisions for the Naryn Region
On December 5, 2025, Bishkek.
A final meeting was held as part of the Asian Development Bank (ADB) Mission to review implementation of the Naryn Rural Water Supply and Sanitation Development Program.
The ADB delegation included: Mr. Jaemin Nam, Head of the Sector Project Administration Unit / Mission Leader; Mr. Yuto Hyakukan, Urban Development Specialist; and Ms. Ainagul Amanova, Senior Project Specialist.
ARIS was presented by Mars Naspekov, Executive Director; Asel Mambetkulova, Deputy Executive Director; Ulan Baigonchokov, Project Coordinator, including ADB and ARIS specialists involved in Program implementation.
During the discussion, the results of the current projects were summarized, progress on key objectives was assessed, and future areas of cooperation under the Original and Additional Financing Programs were identified. The parties paid special attention to improving the effectiveness of Program implementation, introducing modern infrastructure management approaches, and ensuring sustainability of the achieved results for local communities.
During the meeting, the official handover of the ADB Team Leader’s duties under the Naryn Program was announced: Ms. Ainagul Amanova is completing her work in this area and transferring her responsibilities to Mr. Yuto Hyakukan, who will control the further implementation of the Program until its completion.

We also welcome Mr. Yuto Hyakukan and look forward to continued fruitful cooperation with the Asian Development Bank," noted ARIS Executive Director Mars Naspekov. Following the meeting, the parties reaffirmed their commitment to strengthening their partnership and expressed their willingness to continue working together to achieve the program's goals, which are aimed at expanding access to quality water supply and sanitation services and improving the well-being of citizens in rural areas of Kyrgyzstan.
